Emyr is a Civil and Structural Engineer with over 20 years of experience in the construction industry. He leads HBPW’s dedicated buildings and structures team, overseeing both client management and project delivery. His leadership ensures innovative, high-quality solutions across a wide variety of developments, from complex commercial builds to bespoke structural designs, driving excellence at every stage.
Paul Monaghan BEng (Hons)
Senior Partner
Paul is a Civil and Structural Engineer with more than 25 years in the construction industry. He brings practical expertise and leadership to HBPW, overseeing the management of clients and delivery of projects across multiple teams. He maintains a strong focus on the rail sector, but his workstreams also include highways, bridges, marine, water, energy, and buildings projects, making him a key driver of HBPW’s cross-sector success.

Martin also brings extensive expertise in high-rise residential and commercial developments, combining technical excellence with a strong track record of successful project outcomes.

Tommy is a Chartered Structural Engineer with over 25 years of experience in the construction industry. Ross is an Incorporated Civil Engineer with over 15 years of experience, primarily in the Rail sector. He specialises in bridge reconstructions, strengthening, and repair projects, with advanced expertise in temporary works design. Overseeing both tendering and delivery, Ross applies a practical, solutions-focused approach to complex engineering challenges, ensuring safe, efficient, and high-quality outcomes.

James Cable
Partner
James is a Chartered Civil Engineer with over 15 years of experience delivering complex, multidisciplinary infrastructure projects. While his core expertise lies in the rail sector, he has also made significant contributions to highways, buildings, energy, and marine projects. He supports tendering, project delivery, and leads HBPW’s ICE Training Scheme, mentoring graduates and trainees toward professional qualification.
